SPECIAL MEETING
OCTOBER 16, 2009
SILVER LAKE TOWN HALL
5:00 P.M.
PLEDGE OF ALLEGIANC
ROLL CALL:
Gale Owens, Ron Jones and Linda Baker were present. Also present were Angela Glass, Clerk-Treasurer along with Tonya Conley, Town Receptionist. Jasun Blocher, Town Superintendent showed up late.
NEW BUSINESS:
Personnel issues regarding clocking out for personal reasons and lunches. A letter was read aloud by Gale Owens from Angie Glass that stated that she believed there was a violation of time card use. The letter was addressed to the board and Jasun Blocher so they could handle their prospective departments of hourly employees.
Ron made the comment that the places he's worked if you leave you punch out. Citizen, Bob Reahard asked if the employees use a time clock. The answer was no that they keep logs. Bob asked if that would take care of the problem. Linda stated that using a time clock could also be abused. There was a lot of discussion about how to handle the situation.
Tonya stated that she leaves the office at 8:45 every morning to go to the post office and she doesn't charge the town for those 15 minutes. She also stated that there is an ordinance that states that the Deputy Clerk is entitled to $2.50 per day for trips made to the post office and bank. Tonya stated that she has never asked for that money. Angie replied that she did forget about the ordinance but that she usually went to the post office when she had a Deputy Clerk. Angie stated that it was up to the board what they wanted to do about paying Tonya for those duties. Angie also stated that she did not agree with the ordinance when it was put into place and she still does not agree with it. Tonya stated that she never requested the money before but if we were going to be "nit picky" then she wanted paid. Linda agreed and said that she felt like that was all the letter was, picking on Tonya. Angie replied that she did not discrimanate against anyone, the letter went across the board for all hourly employees.
Linda stated that all postitions should be keeping logs. Angie replied that the salary employees do keep logs. Linda repeated herself by saying "all salary people"? Angie replied that she does not keep a daily log because she is elected and does not have to keep a log. Angie also stated that she is considered a ghost employee and is exempt and she does not fall under the jurisdiction of the Town council. Linda stated that she felt that Angie abuses her position. Angie said that she does not abuse her position and she would get state law out to prove it. Linda said she has read state law and knows exactly what Angie's position is. Angie rebutted that she didn't read it very clearly. Angie stated that her personal business is none of Linda's business. Tonya stated that she does not even ask to be paid mileage. Angie told her to turn it in. Linda wanted to know why Angie never brought this up in the first four years of her term. Angie replied that we did not have an issue at that time. Phil and Josh always took an hour for lunch unless they were on an emergency.
Linda brought up that we should automatically take a half hour off of the time card for lunch. Angie asked if she understood correctly if the time card says 70 hours they should be paid for 67.5 hours. Linda came back with "you tell me you are the one who brought it up." Linda also stated that Angie called the meeting. Angie said that she did not call the meeting. Tonya put a note on her door that Linda wanted to have a meeting.
Angie stated that she is the financial officer and if she finds a discrepancy in something it is her job to bring it to the board. Once the issue is brought to the board it is up to them to do with it what they want. She also stated that she was here to protect the funds of this town. Angie and Tonya argued over the pettiness.
Ron Jones became very upset and gave a speech about life being too short to continue with all of the pettiness. He stated that we all needed to stop this pettiness and get along.
Linda stated that what goes on in the front office is very close to harassment. Angie stated that we will remember that when her lawyer talks to Vern. Angie stated that she was tired of being harassed by Linda.
Angie stated that there was no cause for this meeting. She gave the information to the department heads and they should have dealt with it. Jasun dealt with his employees all that needed to be done is the board to take care of their employee.
Angie stated that the board and Tonya has created alot of hostility in the office. Linda said that the board did not create the hostility Angie did. Angie stated that she just wanted to come to work and do her job. Ron said "and you should". Angie stated that it was very hard to go in and work with the situation that has been created.
Linda wanted to deal with the last issue on the letter. Angie suggested the possiblility of withholding a week of pay and that would give the department heads time to look over the time cards and verify them before the employees were paid. Linda thought that Angie was not going to pay the employees for one week. Angie explained that we would find a way to ease the week in so that no employees would miss any pay.
The decision was made to leave things as they are. Angie stated that that was fine. She did her job by making the council aware of the issue.
The meeting was adjourned at 5:55 p.m.
