MEETING MINUTES - OCTOBER 13th, 2009

Regular Meeting
Silver Lake Meeting Hall

PLEDGE OF ALLEGIANCE:

ROLL CALL:

Board Members Gale Owens and Linda Baker were present. Board Member, Ron Jones was absent. Also present were Angela Glass, Clerk-Treasurer, Craig Hollopeter, Town marshal, Jasun Blocher, Town Superintendent and Morris Jones, Fire Chief.

2101 BUDGET ADOPTION:

The 2010 Budge Ordinance was read by Angela Glass. Gale was first to suspend the rules and read by title only, Linda followed with a second, motion carried. The Ordinance was read by title only Gale made a motion to accept the 2010 Budget Ordinance, Linda 2nd, motion carried with no further discussion.

MINUTES:

The minutes from September 8 &16, 2009 were presented. Gale made the first motion to accept the minutes with no change, Linda 2nd, motion carried.

GUEST SPEAKER:

Scott Dompke with GWRS Engineers was present to let the board know that his company would like to continue their work with the Town of Silver Lake. GWRS would like to help the Town set up a storm water utility fund and also help continue the search for grant money to help storm water issues.

CITIZENS:

No citizens spoke.

OLD BUSINESS:

+ Fireworks Ordinance- Attorney Vern Landis had drawn up draft ordnance for the fireworks within the town limits. Discussion was tabled until the November meeting so that the board could review the draft a little closer.
+ Parking on Shutt Ave.- Craig spoke with the DNR about the parking issue on Shutt Ave. The DNR is recommending that the town stripes the parking area and limit the parking time to ½ hour. Many ideas were talked about from a sign stating boat and trailer parking only to a sign stating access parking only. The board decided at this time to try the painted lines first and see how things go from there. Craig will monitor the situation and keep the board updated.
+ Hohman Quote- A quote from Hohman Excavating was presented to the board to fix the broken manhole at the Drake’s property. The quote was from $3,677.60. Gale made the first motion to accept the quote, Linda 2nd, motion carried. The board also asked Vern Landis to look into contacting the insurance com0pany that covered the Drake’s house fire to see about being reimbursed forth e damages to the manhole.
+ Angie’s Request for Remote Access- Tabled until November.
+ Morris Jones Renting of the Fire Station- The board asked Angie to set up a meeting with Carolyn Montel about the Alumni using the fire station for their banquet. Morris stated that he did not need to be present. He has been very clear that he does not want to rent out the fire station for any reason.

NEW BUSINESS:

+ Kevin Crabb- Would like to use the meeting hall to hold AA Meetings for the residents of Silver Lake and surrounding areas. The Bard agreed it was a good idea. The meeting will be held on Thursday from 7:00-8:00 starting October 22, 2009.
+ Tree Quotes- Quotes were received from Lewis Tree Service for $4700.00, Hilltop Tree Service for $5350.00, G&G Tree Service for $5675.00, Beaver Dam Tree for $8000.00, and Lumber Jack Jim for $8650.00. Linda made the first motion to accept Lewis Tree Service’s quote for $4700.00, Gale 2nd, motion carried with no further discussion.
+ Sidewalk Quotes- Quotes were received from LAW Son Inc. for $43,792.00 and Gaunt & Son Asphalt for $57,425.00. Gale was first to make a motion to accept the quote from LAW Son Inc. for $43,792.00, Linda 2nd, motion carried with no further discussion.
+ Street Quotes- Quotes were received from Gaunt & Son Asphalt for $26,870.00 and Niblock for $32,829.00. Gale made the first motion to accept the Gaunt & Son quote for $26,870.00, Linda 2nd, motion carried with no further discussion.
+ Use of Debit/Credit Cards for Billing- Angie stated that she had more information for Tonya to research for the credit card billing. Angie said that she would get that information to Tonya.

DEPARTMENT HEADS:
Craig Hollopeter- Set Trick or Treat hours for October 31st from 6:00-8:00.

Jasun Blocher- stated that Stafford’s will no longer be picking up glass at the recycling bins. He also stated that leaf pick up has begun.
Morris Jones- states that on Saturday, October 17th there will be a 9/11 memorial ride coming through Silver Lake. The Fire Station will be one of the rest stops for approximately 500 bikes.

LETTERS RECEIVED:

Bryan & Amy Rice- had a water leak

Pastor Carl Hughes’ Church- had a water leak

Both leaks have been repaired; however, the water adjustment ordinance states that only residential properties are allowed an adjustment. Gale made the first motion to adjust the water and sewage for the Rice family and to adju8st the sewage for the church, Linda 2nd, motion carried with no further discussion.

CLAIM DOCKET:

Gale made the first motion to accept the claim docket for $71,715.07, Linda 2nd, motion carried no further discussion.

MISCELLANEOUS BUSINESS:

The time capsule will be buried at 11:00 on Saturday the 17th. Also, Saturday the 17th is the Silver Lake Fall Festival from 11:00-5:00. The next regular meeting will be November 10, 2009.
