MEETING MINUTES - Aug 11th, 2009



TOWN OF SILVER LAKE
REGULAR MEETING
August 11, 2009
SILVER LAKE TOWN HALL
7:00 P.M.


PLEDGE OF ALLEGIANC

ROLL CALL:
Gale Owens and Linda Baker were present. Ron Jones was absent. Also present were Angela Glass, Clerk-Treasurer, Craig Hollopeter, Town Marshall, Jasun Blocher, Town Superintendent, John Conley arrived late, representing the Fire Department, and Vern Landis, Town Attorney.

PUBLIC HEARING:
A public Hearing was held for Phil and Nancy Meyer. The Myer’s wanted to vacate a right of way. There were no objections to the closing from any citizens. Gale was first to make a motion to let the Meyers’ proceed with the closing, Linda 2nd, motion carried with no further discussion.

MINUTES:
The minutes for July 21, 2009 were presented. Gale made first motion to accept minutes as presented, Linda 2nd, motion carried no further discussion.

GUEST SPEAKER:
Scott Dompke from GWRS Engineering was present at the meeting to let the council know that there may be other options to research for the storm water problems the town is facing. The Town was turned down for the 100% Storm Water Grant previously. Scott would like Angie Glass to set up a meeting with Angie, the town Council, Bob Murphy and GWRS Engineering in the near future to discuss other options.

CITIZENS:
Shirley Niblick- Wanted to know why we were turned down for the Storm Water Grant. Angie explained that there was no explanation, just a recording on the answering machine. Shirley was also questioning why the ditch down by her property has not yet been addressed. Jasun Blocher stated that he had not heard anymore from the county about the ditch. The ditch is owned by Kosciusko County. Jasun also stated that he would contact the county surveyor again.

OLD BUSINESS:
1. What to do with the old town truck (F350) - Gale and Linda said that they had decided to give the truck to the Fire Department. Angie Glass stated that the only issue she had was from a financial standpoint. She stated that we had to get a new truck because that truck was in such bad shape, why would we want to use it for an emergency vehicle? She also stated that we put a lot of money it no repairing the truck why would we want to give it to the Fire Department and deep paying for the repairs? Blocher asked if the Township would help pay for the repairs? Angie stated that she did not know because she had not spoken with the Township about his matter. Blocher stated that the Township was paying for the transition portion as far as lettering. Blocher also stated that there was nothing mechanically wrong with the truck and that it would not be used nearly as much with the Fire Department as it would with the town. Angie will look to see how the title needs to be written. Gale made a motion to donate the old town truck to the Silver Lake Fire Department, Linda 2nd, motion carried with no further discussion.
2. Lions Club Sign-The Lions Club wanted to put their sign up on the new town welcome signs. Jasun, Angie, and Craig all agreed that the new signs required a different base to insert the sign. Linda agreed with Craig that the sign should be put on a shorter post in front of the welcome signs. They went with the decision to let the Lions Club put the sign down lower not on the welcome sign.

NEW BUSINESS:
1. Fall Clean Up? - Gale stated with money being tight we may need to cancel the fall cleanup. Angie stated that she would see if she could come up with a financial way to accomplish a fall clean-up.
2. Harden Electric Quote- For the old generator. Harden Electric recommended that we rewire the generator to use at the Town Hall for a backup for the computers. The quote was for $1125.00. Angie stated that the money may be able to be taken for the CCI Fund. The quote was table until the September meeting.
3. 9/11 Remembrance Donation- The County was asking for donations to put up a monument for those who lost their lives in the line of duty on 9/11 from Kosciusko County and the other side will have emergency personnel from Kosciusko County that have lost their lives in the line of duty. The issue was tabled until the September meeting.
4. Update on Truck Grant-We have received the truck grant. We are waiting on the final papers to be presented for signatures and then the money will be wired into our account.
5. Set up Budget Meeting- Angie will set up a date for the budget meeting sometime after Labor Day.

REPORTS FROM DEPARTMENT HEADS:
Craig Hollopeter
• The Police Department has been working on the bank robbery quite a bit lately.
• Other than some gas being stolen things have been pretty quiet.

Jasun Blocher
• Going to readdress what to do without storm sewers.
• The roof on the old garage is being held off until we can look into a grant.

John Conley
• Fire Department had one run since the last meeting.
• The Fire Department was given a cascade system that refills the air bottles the firemen wear when they go into a fire. The problem is that there are no bottles with the system. The bottles will cost approximately $5000.00-$6000.00.They is going to check on a grant to help with bottles.
• Is there a date set for meeting with the alumni?
• Morris would like to have a meeting with them.

LETTERS RECEIVED:
None were received.
Linda received a letter about an empty house. She asked that I turned that letter over to Craig.

CLAIM DOCKET:
Gale made the first motion to accept the claim docket for $124,206.71, Linda 2nd, motion carried with no further discussion. MISCELLANEOUS BUSINESS:
• Gale brought up that the Town Council held a meeting with Life med and Lake Township and the Council voted to go with Life Med out of North Manchester for 2010 EMS coverage.
• Gale reminded everyone that the census is coming up and we need everyone to cooperate to make sure we get an accurate count. Angie also asked Vern what to do about our annexation that will be taking place in 2010 as far as making sure everyone was counted. Vern said that he would check into it and get back with her.
• Angie brought up that an ordinance was created to get rid of the abandoned houses but the council has not yet created a board or a hearing officer to get the ordinance rolling. Something to think about getting started.
• Day of Caring is August 26th. Volunteers needed. Craig is the coordinator for the town.
• Gale stated that school was getting ready to start and for people to be watching out for the children getting on buses.
• Next regular meeting will be September 8, 2009 at 7:00 p.m. at the Silver Lake Town Hall.
